    "text": "Nearby the marina in redwood city there is this old water tank, with lots of legal live-aboard boats behind it.  There don\u0027t seem to be many, and it\u0027s not that crowded, but it makes me wonder who regulates this.  Why don\u0027t they make it legal to do as much as anybody wants?  i.e. if you can pay for the slip/dock/spot from the land owners, you are legal to live there (assuming it\u0027s a safe building, etc.).  i.e. why do we do more regulation of this than just \"is it safe\"?  But it\u0027s just a small thing handled by the city council and general legal freedoms aren\u0027t enough to keep it available.  Basically, I want to have a sweet boat and cruise to live in whatever jurisdiction offers the best services!  Auto-drive boats have been a thing for a while, too, at least on the open seas!",
